Tong-il (unification) rice and the system to increase production supported farmers’ real incomes during the New Village Movement. The increase in the area cultivating Tong-il rice in 1974 and the system of government purchases were an important foundation of real incomes of farming households in the 1970s. Tong-il rice has a greater yield than normal rice, but as consumers did not like its flavor, farmers avoided planting it. The government spurred on increases in food production by expanding the cultivated acreage of Tong-il rice on the one hand and purchasing the full crop at a higher price on the other, thus inducing its increased cultivation. Tong-il rice was developed in the mid 1960s at the International Rice Research Institute (IRRI) in the Philippines by Heo Munhoe, professor of agriculture at Seoul National University. A hybrid of indica and japonica, it has high productivity and is resistant against Korean pests and diseases. The new rice was named “IR667” (hereafter, Tong-il). It was formally imported to Korea from the late 1960s and was promoted commercially.
