In order to boost the active participation of village communities the New Village Movement constructed a system of competition between villages. It set three levels of village along developmental boundaries: basic villages (Gicho Maeul), self-help villages (Jajo Maeul), and self-supporting villages (Jarip Maeul). A presidential bonus was granted to villages which became self-supporting villages, thus inducing competition between villages. It was a strategy to encourage all basic villages to rise to self-supporting villages. This was a very successful system. As most villages developed from basic to self-supporting villages, the majority of villages benefited widely from the award. Of course, benefits were not just to the village community but individual commendations and medals were presented to the village leadership.
