The slogans and mottos in the photographs show well the state’s ideology to mobilize citizens.

    The citizens’ reconstruction campaign (Jaegeon Gungmin Undong) promoted right after the coup d’etat was a direct relation to the New Village Movement. It turned citizens’ interest in the coup d’etat toward personal problems, and political desires toward campaigns for better lives.     This slogan came out of the drive to overcome the economic crisis of the late 1960s through heavy and chemical industrialization.     President Bak Jeonghui declared a state of national emergency at the end of 1971 and emphasized maximizing efforts toward security, which was set in the 1972 slogan “a year to focus on national security”.     In the 1970s the work that had begun to raise New Villages expanded and developed more generally into the New Village Movement. As in this photo of education for officials of the New Village leadership school in Jeollanam-do, the New Village education started with the education of public officials.     Rather than the New Village Bridge, the eye rests on the slogan “If in doubt, look again and report anything suspicious”. The strengthening of national security in the 1970s was applied without exception, even in villages carrying out the New Village Movement. After the July 4th North-South Korea Joint Statement, the Yusin constitution took the position of further emphasizing security toward reunification.
