The Governor-General went on the most tours to local areas in 1924. He made seven visits to local communities, over 49 days. In particular, he visited border towns in Hamgyeong-do (province) and Pyeongan-do (province) for about 15 days in May. While moving from Manpo-jin to Chosan, he was attacked with gunshots by Independence Army members on the ship. It appears that these photographs were taken during his tour to the Hamgyeong-do region.
Saito left Gyeongseong on May 8th, 1924, and visited district offices and police stations in Pyeongyang and Wonsan, meeting officials there. He met with officials and residents in Hamheung, the provincial capital of Hamgyeongnam-do, and visited the Jahye Hospital, the Commercial Exhibition Building, a secondary school, and other places. He also visited Sinpo and went to Bukcheong where he met with local leaders and visited the Public Agricultural School. Surely, he was greeted by lined-up students there, too. On May 12th, he left Bukcheong and went through Pungsan and Gapsan before arriving at Hyesan-jin on the 13th, where he visited the Jahye Hospital and border guards. He visited Jangbaek-bu on the 14th, arrived Singalpa and visited border guards and the local office of the Forest Office (Yeongrimchang) on the 15th. As seen in his schedule, the Governor-General did not only visit government offices and hospitals, but also police stations and border guards. During his tour, he was attacked with gunshots by Chamuibu of the Korean Provisional Government on May 19th. The Chamui-bu functioned as the civil administration office for Korean immigrants to Southern Manchuria and included voluntary armed resistance forces against the Japanese Empire. This incident was even more shocking to the Japanese as it happened while the Japanese authorities were making full security preparations for the Governor-General’s visit.
