At the time of the New Village Movement the construction of village halls was a typical task. The flagpole, positioned without fail in front of the village hall, symbolized the ubiquity of the village community as a sub-unit of the state apparatus. The custom of traditional natural villages which held the local mountain festivals as a wellspring of village loyalty suddenly disappeared in the New Village Movement. The state was the modern sacrament replacing traditional ideals.
